The breasts begin to grow at the onset of puberty and are "fully developed" by the early twenties. Most women stop around eighteen but there is still growth in many. The breasts fully develop with pregnancy when the milk glands become active.
After they stop growing, the only changes are with weight gain, pregnancy and age. There are no magical pills, creams nor exercises but keeping your body properly toned will delay the drooping that accompanies aging.

What I've found is that having my breasts fondled makes them increase in size and makes them more firm. It's mostly a temporary effect, but it lasts for quite some time when repeated regularly. There's absolutely nothing bad in being pleased like that and glowing after :) You could also gently massage your breasts yourself.

Lactation typically comes right around that final stage of pregnancy. We can't forget that, either. Not all women choose to go through pregnancy, so you can't really call it a final stage for all women. Some women choose to lactate for reasons other than breastfeeding a child.
