when i put a condom there too much slack on the side and when i pinch the top to put it on it just sticks to its self and then slacks.... i was thinking i was to small but then its really tight around the base of my penis.... i am 7 inches am i too small? i did it fine on that wooden one we haave to do it on in school please SOMEBODY HELP ME!!

When you consider that "normal" is a range, ~4.25" is on the small side.
For Boys Only- A Matter of Size (Regarding your penis)
Did they teach you in school that condoms come in small, medium, and large sizes--and, these sizes have ranges depending upon make and model. So, the recommended approach is to purchase your product of choice in two different sizes and see which one fits you the best.

If you are using Latex condoms, the material does have a tendency to stick to itself, although, as you have noticed, it can easily separate. Try not pinching the tip quite so hard. Lightly pinch off the tip between your thumb and finger in order to form the reservoir and see if this works better.

An additional thing to do is to place a dab of spermicide into the end of the condom before rolling it on. This will improve contraception as well as help prevent the tip sticking together.
