It's call "pre-ejaculate" or more commonly, "pre-cum". It's made up of the fluids (from the seminal vesicles and prostate gland) that are mixed with sperm. It's perfectly normal.
And yes, it does contain sperm and could cause pregnancy. You should NEVER put you uncondomed penis inside a woman... unless you're ready to be called "Daddy". And, of course, a condom also protects against STDs... however unlikely you might think the chance is.

It varies from guy to guy. Some guys really "leak" from the moment they get excited. Some only right before they ejaculate. Either is fine.
The purpose of this fluid is sort of a natural lube. Since most of us use condoms now, it's not really very useful. But it does feel good when masturbating or it's helpful if you can have unprotected sex. If you don't produce much, then just use a lube.
