I was at a nude beach (I'm a naturist) and inadvertently saw another guy with some sort of ring which he had to have put his penis and testicles through. Is this a penis ring? Also, what is it for?

A penis ring fits around the base of the penis and functions as zepp stated. They can be used to assist in maintaining erection for men who have some difficulty with this. Although they are sold as such, they are not toys and could do some damage. You would be amazed at what comes through the emergency room door on Friday night at big hospitals!

hmm im not quite sure but i read somewhere (dont remember where) that it like stops the blood from leaving your penis so you can have a erection for a long time. but im not sure if that is right.
Okay, but why would this guy have one...excuse me, let me describe what it looked like.
The ring looked like he fit both testes through it, then pulled his penis through it and it (the ring) rests above the penis next to the pubic hair and underneath the scrotum, thus, making it look like a ring around his genitals.
Well that is how you would wear one i think, but im not sure why he would have one on at a beach unless he was going to have sex with someone..lol,or to impress the girls.
