I have scar right under where the tip of my penis and the shaft meet (the definite pigment difference). Most of the time it is extremely sensitive on or around the scar tissue and will cause me to prematurely ejaculate while having sex with my girlfriend. Other times I can't feel much and I can last very long. My question is do you have an idea what the scar is from?(isn't a split raphe). And other than Kegel exercises, is there anything I can do to naturally lengthen my performance time?

Never having seen your penis. not knowing you or your medical history or the accidents you might have suffered it is pretty darned impossible to say where that scar came from.
But because I am a wild man I'll make two guesses:
1) you are confusing the frenulum - or frenum, a connecting membrane on the underside of the penis, similar to that beneath the tongue - with a scar
2) the scar is related to circumcision.
Look around the site and read the various posts on ejaculation and orgasm control.
dlb asks the obvious and necessary questio: Are you circumcised? Without that bit of information even a guess is impossible.

Without knowing more, I tend to agree that you are misinterpreting the Y-shaped ridge of skin that extends from the cleft of the Head to the top of the Shaft as a scar when in fact it is a membrane that is undoubtedly the most sensitive spot on the penis. Second to this are the one or more hot spots distributed around the Corona Rim.
As dlb stated, this membrane is similar to the connective tissue found on the bottom of the tongue that can be seen if you lift up your tongue.
The Frenulum is rich with sensitive nerves that turn on and become reactive the more aroused we become. Explore it, learn about it, incorporate it in your sex play as you work toward your orgasms. Enjoy!

Sorry, I probably should've mentioned it before. Yes I am circumcised and I do know for a fact that it is not the frenum. My girlfriend who has had previous sexual relationships says shes never seen anything like before, and any other person i have shown it has not a clue as to what it is. My circumcision scar is very well defined and the scar that I am speaking of does branch off of it but it doesn't look like its related. As for previous accidents, I have no idea I've always had it and haven't been concerned until now. I have asked my parents about it and they just blow it off and refuse to schedule a doctors appointment for me to get an idea of what it is. I know there's not a lot i can do about it now but I'd still like to have idea as to what has happened with my own body.

I have never performed a circumcision and I am criticizing no one. Many times when a circumcision is done, the cut is less than perfect. The healing, whilst usually adequate, is unpredictable. Most circumcisions heal less than perfectly and the most likely cause of your unknow scar is that it is a result of your circumcision.
It is common for fissures, fistulas and small lesions to appear later in life. These are mostly innocuous. If it does concern you, ask your doctor. Your do have a right to know what is happening to your own body. The next time you are in your doctor's office, ask directly about it.
Th erratic hypersensitivity seems to support the theory of scar tissue.
