Sounds about right. There's lots of variation. You'll probably find that you are all different sizes. Sometimes the penis will be totally flacid and be barely measureable, other times although not erect it will be larger. Even when aroused and erect it could vary in size depending on the intensity of the hard-on.

People vary. As j56h said, everyone is different. Some people are quite "hung" when flaccid. Others can have like a little 1-2 incher when flaccid but can grow to like 6 or 7. It all just depends on the person.

da man, as you probably know by now, a penis has a mind of its own and can be 1" one moment and in another moment be 5" or whatever the next--or, anything in between. If you step out of cold water like a swimming pool, river, lake, etc., you might discover that your penis is ~1/2" "short!" The size fluctuates almost constantly throughout the day so there is no "norm", per se. Simply stated: it is what it is.

Most teens are concerned about their erect size so I'm a bit curious why you want to know about the flaccid state.
