I'm not sure if this question falls under the heading of Sex Ed 101 or Anatomy 101. Here's the deal:
The penis can vary considerably in length and when flaccid it can under certain conditions be perhaps as short as a half inch. If you happen to go skinny-dipping sometime with him and look as he walks out of the water, you may find that the cold water has shriveled it that tiny.

Do what we do. You can grasp the shaft in a couple of ways. One is to form a circle out of your thumb and forefinger; the second is to clamp it between the thumb and forefinger or the thumb and first two fingers. (Using your right hand, the thumb would be on top while the finger(s) would be on the bottom and sides.) Then, you apply gentle pressure and begin stroking it, moving the skin back and forth within your grip.** You might even try stretching it as you stroke just for variety. yes flaccid size is not really an indicator of erect size. they can sometimes triple in size.

As a guy I can tell you that mine gets much much bigger when erect, both in length and girth. When flaccid, it's small like you described in your post. I have seen a good number of penises in the gym or swimming pool changerooms and such and I think it's pretty normal for flaccid penises to be quite small.
As women don't have penises, I imagine it would be hard to understand what an erection is like, especially when you haven't been in the nude with a guy.
I totally agree with that, you can't judge a book by it's flaccid cover? Anyways, there is really no way to tell what the actual size is unless it is fully erect.

I don't know what your shock must be like because I've never seen a flaccid penis in person, only semi-erect or fully erect. I don't know if they are supposed to be that small, but there are great variations in penis size I can tell you that.

I would say its pretty normal. Sometimes when I get out the shower its smaller compared to what it usually is.
what was meant was her drunk boyfriend was still flaccid while she was naked and trying to have sex with him. since he was drunk, that was probably the reason for him remaining flaccid.
