It might cause them to grow back a little more corse (sp?) the first few times and you'll probably have ingrown stuff out the wazoo for a while, but you're not going to randomly start growing more hairs. If you shave off 10 haris in one spot, those 10 hairs will regrow in the same spot you shaved them from as that's where your body designed them to grow.
hm well yes there is a cut risk. the best thing is to pull the skin so it is streched out to reduce the risk ok ahem stumbling on a fold and cutting. i generally end up cutting myself near the base of the penis because there is a dip (particularily evident when erect and especially when u try and shave hehe) so i end up with minor not too painful cuts on the side. just have to be careful and go easy
just trim ur hair...it's easier and hassle-free!

well i dont really shave fear of cutting something XD but am trimmed and no i dont think more grows
