It is much safer than the various chemical concoctions on the market. It is really fine grade sandpaper that takes off the top layer of dead skin cells and, supposedly, the hair.
At any time, about one-quarter of your hair follicles are actively growing a hair. That is the reason that laser or electric hair removal requires four treatments spaced over a year or so. The only thing that would make the hair thicker is the development of new follicles and, no, this will not make that happen.
I would imagina that it is safe on pubic hair - certainly safer than chemicals. The question is, "Would it work." Pubic hair is larger and tougher than the hair on the arms or face. Try it and be careful not to sand the skin away.
