When men get too much semen in the prostate, they simply have a wet dream or it seeps out. There is some relationship between the semen and the urine as you describe and it probably indicates a low level prostate infection.
It is irritation in the prostate (or the urethra) that gives men the frequent urge to relieve themselves. This can be caused by not completely emptying the bladder when urinating or by an infection. A real semen build up without relief can also have the same effect as an enlarged prostate. That causes a swelling that squeezes the urethra where it passes through the prostate and makes it difficult to completely void the bladder.
Your overall self-diagnosis is pretty good. If the situation continues, especially with frequent release of pressure, see your doctor because prostate infections come and go but do not cure themselves. All men are subject to these once in a while.
