Do not start out with more than you can really expect to do. Start with short walks and build up gradually. A few weeks should show some improvement. "Fully functional" depends upon many factors. Are you certain there is no underlying medical problem?

Yes, eat healthy and exercise. Not only for your penis's health but your own. Try doing some light cardio first such as Bicycling, Ellipticals, walking or running on a treadmill. Hop on and go. Not too hard mind you, but a decent pace. When you are tired (not hitting the wall) stop. Remember your time or distance. Then 2 days later try to match the time/distance again. Then 2 days later try again. When the time/distance is easy, push yourself a little farther, go to the next 5/10 mins. Or add a small incline.

Don't push yourself too far, as with anything there will be good days and bad days.

Assuming that you've ruled out medical reasons for a poor quality of an erection, you might want to get yourself a good quality multi-vitamin (do some research because a lot of popular multi-vitamins use lower quality ingredients to keep their costs down) and start working on getting your insides functioning properly.

If you're overweight you will definitely want to start losing weight. There is research available to correlates being overweight with diminished erection, so you'll want to start eating healthier. No sense of getting into shape physically if you're feeding the machine with junk and bad fuel.

Regarding an exercise routine, one of the best things you can do is yoga (yes I know, it's not very popular with men, but you should get over it and look into it). Yoga works on your muscles, your flexibility (which many people find sexually attractive), increases your stamina, helps with your breathing, and it works on clearing your brain (if you chose to exercise mentally as you perform each pose) of all the days clutter.

Lastly, don't focus so much of your attention so much on your erection. Understand you can't will your internal body to do anything...try willing yourself to sweat, trying willing your muscle to spasm or your heart to race, try willing an erection right now...you can't do it. Instead focus your attention on the sensations your experiencing at the moment and let your body do what it will.
