This is a very rare congenital condition that generally affects joints and limbs. About half the cases involve the central nervous system but that time is passed for one becoming sexually active. The disease is actually a whole family of diseases and syndromes that affect each person is different ways. The effects on male genitals are rare enough that I cannot locate any reference to the small penis.
This does not question the cause of the small penis at all, I am merely trying to point out that you are dealing with a rare occurrence within a rare disease.
At least as great a concern would be whether or not his body has the flexibility and mobility to really enjoy sex. If so, oral stimulation would be the recommended route (yes, we doctors do recommend sexual stimulation of handicapped). You cannot expect that he will be able to enter your vagina but could, in some positions, bring your genitals into contact. Your satisfaction, as well, would be primarily oral. I would recommend consultation with an endocrinologist if pregnancy is being considered.
Not many of us regular doctors are going to be much help. I have not seen mention mention of the condition since my days in med school and, obviously, my references are of little help.
