When I get my girlfriend off, she turns bright red around the neck / upper torso / collar bone. Also, when she doesn't get off, this happens.
Does this happen for every female?

The ladies are right. Flushing is normal and shows that she's having a good time of it. Other signs to look for are:
panting , 
sweating, 
screaming, 
moaning, etc.
Yes.....happens ALL the time.....and I'm fair skinned too! I can actually feel the warmth in that area It's all part of arousal. Consider yourself as doing a "job well done"....LORD! CARRY ON!
Its not a big deal at all. Whats happening is that shes getting hot literally. Her body temperature is rising so her skin gets pink. Like when you excersize and your face gets red. Shes probably fair skinned. Stuff like that happens to me all the time. Nothing to worry about.
