I'm not circumsized and when I put on a condom and start to unroll it, it usually overruns itself; the condom which has been unrolled gets caught up with the still rolled-up part. This necessitates a little back tracking and the risk of further catching. I've tried holding my foreskin at the top of my penis so there is a smooth progression (no deep contour to ride over when the skin is pulled back) but the problem still can occur. I always get it on eventually but I don't like being away from my gf for ages while I fumble with this thing. Is there an application technique I'm missing?

Putting on Condoms efficiently

Have her put it on. She will be in a better position to see what she isdoing, it feels good and women like to know those things are right.

This is a first. I would have thought that a loose foreskin would be getting in the way. I'm wondering if you are using the right technique when unrolling it. Have you practiced either on you or on a substitute? English cucumbers and pickles work good for this. Regardless, I agree with Brandye that you should invite your girlfriend to roll it on. Not only can she observe better, she can also keep you stimulated during the process.
Have you evaluated what feels better and what works best by having sex with the foreskin forward and with it retracted?
Even if your Gans is too sensitive to touch with the foreskin retracted, I would think that this would be the preferred position when wearing a condom because there would be more stimulation than there would be with double the insulation. With the foreskin pulled back there is little difference between having a roll of skin behind the Corona Rim and not.
I am not a condom expert nor have I had the experience of being with an uncircumcised man; however, I was always taught in Nursing School when doing anything to an uncircumcised man, retract the foreskin & when complete move the foreskin back to it's original position. Looking at the mechanics, sliding of excess foreskin during arousal, I would believe the condom should be put on with all the foreskin retracted.
I think your concern is effectively not efficiently!
