It's not about random name calling, it's about repeatedly abusing someone verbally.
If the abuser is someone the abused shares his life with it can lead to depression and even to suicide (or the abused might get sick of it and kill the abuser).

I guess a psychiatrist can analyze someone to see if he has truly been affected by psychological violence.

If you hear it often enough, you'll think it is true.
Not everyone has a cast-iron ego.

France is preparing to introduce legislation that would make psychological violence between both married and unmarried couples a criminal offense.
The proposed law was first announced by French Prime Minister Francois Fillon on November 25 in a speech he gave to mark International Day for the Elimination of Violence Against Women.
At the time AFP quoted Mr Fillon as saying of the law that would apply to husbands and wives and cohabiting couples:

It's an important step forward: the creation of this offence will allow us to deal with the most insidious situations, situations that leave no visible scars, but which leave their victims torn up inside
