the "normal amount" varies from person to person. some people have a lot of precum. so have less. some don't really do it at all.
and it's perfectly fine for it to come when you're with someone else. when you masturbate, you generally do it because you're horny and you need to get off. when you're with someone else, you're more turned on than you are horny, and so your body reacts in a different way.
i know i get much more wet when i'm with my guy. sometimes all he has to do is just look at me and that's enough to get me started. but when i'm by myself...i generally just touch myself because i'm horny, not because i'm turned on, and i'm barely wet at all.

A little more info, the "pre-cum" secreted by the cowper's gland secreted by the cowpers gland actually has a very specific action, it clears acidic urine out of the urethra to protect the sperm in the ejaculate to come.

The purpose of pre-cum is to add lubrication to the whole process. Your cowpers gland releases it when you're erect. It makes sense that it takes a while to build up more of it.

Precum is mainly fluid from the Cowper's gland, IIRC. It still contains some sperm, which is why "pulling out" isn't effective birth control.
Not all guys secrete precum, and those who do have it in varying amounts. Personally I do about 75% of the time, but usually not more than a few drops.
I read today that it takes a while for precum to build up, and since I'm a virgin and haven't been involved in foreplay and thus my experiences have only been with masturbation there has not been enough time for precum build up. I learned that from some reading today.
