You need to see a urologist who specializes surgery of the penis. I do not know enough about this procedure to comment meaningfully but I do know that something was left undone. Seek another opinion from someone who does this exclusively. Major medical centers will have such on staff; other urologists can give you a referral. Stick to your desire until you see someone in whom you have confidence.
Also, you may want to search this site to seek some answers about your past surgery...it's the Mayo Clinic. Another good resource is John's Hopkins in Baltimore Maryland.

I know absolutely nothing medically, but. When i was around 13 i masterbated often and many times in a row. After my fourth round or so it would hurt like crazy after I ejaculated. like you said a burning at the tip and down the urethra. So maybe too often right after another at too young of an age might damage something.
