It is not necessary that the foreskin retract for masturbation or intercourse. That it does may or may not be beneficial as noted, below.

The Glans of a penis protected by a foreskin is extremely sensitive, much more so that it is for those of us who were "cut" as infants and have had that sensitivity robbed day in and day out by constant exposure and rubbing against skin and clothing.
Some guys can handle having it touched and stimulated directly like the rest of us do; others, depending upon how a person is "wired", cannot stand to have the Glans touched except through the foreskin. If this is the case for you, then it is why I say retraction is not necessarily necessary.
How do you masturbate? Do you leave the foreskin in place, do you retract it, or, do you let it slide back and forth as it will? Whatever works for this activity should work well for intercourse.
Since you can retract it, you might just want to try and condition those sensitive nerve endings a bit by just rubbing them very lightly. You can do this several ways; first, just retract the foreskin and leave the Glans exposed for a while as you go about normal daily activities; second, as you masturbate; third, just playing with yourself even if soft. I also suggest using a lube so you can use less pressure against the surface.
Hygene is important. I gather that since it will retract that you are careful to clean under it when you bathe. This is very important. Also, if it will expand a little so that you can clean under it, then you can also work with it over time to stretch it. Question: Does your foreskin of the style that just or almost covers the glans, or, is it the style that extends out in front with a straw-like opening? If the latter, this stretching may be more difficult. Regardless, if you find it impossible to stretch it over time to make retraction easier, then you may want to go to a doctor and have it fixed. This does not mean circumcision, just a nick or a partial removal of the front portion. Talk to a urologist if necessary and learn what options you have if it comes to this. Otherwise, just work with it for several weeks or a few months in order to either free it up more or expand the opening.
