On the average, most likely. Testosterone is promoter of muscle development.

That said, women who are outstanding in any physical endeavour will have stronger specific muscles than average men. Those women who exercise their pc muscles will be stronger than men who do not. Men and women who do Kegels will likely result in stringer muscles for the man.

No, men don't. The pelvic muscles of women are usually the strongest ones in the species homo sapiens sapiens since those muscles have to spread her bones apart during childbirth. The pc muscle is a part of this whole assemblage and it usually has to be cut during childbirth to prevent messy tearing.
