Me and my girlfriend have been together for almoast 9 months. We have been making out and i have been sucking on her nipples sometimes. (we are in highschool age, and we dont plan on going all the way just yet) I enjoy it, and i think she does too. But she doesnt show affection towards me that way. She says she loves me the same, but i dont know how to let her know its okay to go a little bit farther.

it may not be her nature to show affection the way you do.
however, when you're like in the heat of the moment or something, just let her know that it would be ok for her to touch you if she wanted to. she may just be shy about it.

as for bulges in pants, well, i have an inner 12 year old and they make me giggle.
i like to feel of my guys but that's just me. i don't have a problem walking up to him and grabbing his crotch (well, when no one is around that is) whether he's hard or not. hell, sometimes when we pass each other, i'll "rub" down there as i'm passing by and he'll pinch my nipple as he walks by.
it probably more or less depends on the girl. everyone is different.
