being a guy of 19 ive found that mine has grown alot since puberty and havnt seen a stop since. I dont know if what she said was true but from experience id say that if it doesnt stop then it grows very slowly so no significant change will occur but if it isnt true which i beleive it is then the size he is when he is full grown which should be around 25 then thats the size he will be forever. hope that was a good answer but im sure someone with a bit more info will answer this as well
Thank you sexyand17! I mean I'm no expert I'm still a virgin odd I know. I've came close to having sex so I haven't seen much penises so I wasn't really aware of the knowledge of penis sizes.

Yes, penises stop growing, whenever puberty stops. I've heard that they actually start to shrink as you get old, but I don't know about that one. But yes, they do stop growing.
They never quite stop growing, then shrinking, then growing again a little later, then shrinking ....
I have quoted the information on one site for teen boys that has stated age 19. I just did a Google search and there are some sites that say you can tell one to two years after you stop growing in height. Do your own search on Google and Ask.com and see what answer you like best.
