When a person has a significant weight gain there is a fatty pouch of skin than surrounds the base of the penis. When looking down upon it, his penis will seem smaller.

I'd say 45 pounds of that gain was bone from the 5 inches of added height and muscle from working out. I ran and lifted weights almost daily during this time so I doubt it was fat.
It'll probably grow - after all you're going to grow until you're about 18; you'll get heavier, stronger and more certain of yourself.
