Hmm. I heard that your stuff doesn't stop growin' fully until you're about 25 or so. So I heard anyway. I don't mean like 3 inches a year.. That's ridiculous. Hell, I can prove it though because I was 6.5 at 18 and at 19 I'm an even 7. So I imagine that everyone can do it too.

Erect. Flacid (limp) size doesn't really mean anything since it changes, sometimes by several inches.

If you are under 18 you most likely will grow more. If you are 5.5-6.5" you're perfectly within the average range and don't really need to worry. Can't be more specific without more specific info. But yes, some guys do have a small penis their whole life.
