when a penis is erect should the foreskin slip down and reveal the head of the penis or should the head be inside the foreskin???

Mine slips down partially to reveal the head, but I have to manually pull it if I want it down all the way. (I also had to teach my girlfriend how to do this.)

Either is common. And both are okay.
However, the foreskin should be able to be retracted (even if you have to do it manually) without pain... if for no other reason than cleaning.
