Do you use lube when you give him a handjob? If no, start using it. If yes, start using more. Friction can sometimes be painful for guys, especially if they are circumcised. Lubricant will reduce that friction.

Do you mean that the fluid is oozing out bit by bit throughout the whole blowjob? If so, he is not cumming at all. The fluid is precum, seminal fluid that is released while the penis is erect but before ejaculation. It's nothing to worry about. All guys produce precum.
