Okay... I think what you're asking is "Is it possible for a guy to ejaculate at age 13?" Right?
The answer is yes. Everyone matures at different rates so some will be able to ejaculate sooner than others. However, many young men can already have an orgasm (the feeling) before they can ejaculate. (I'm purposely not using the word "come" because it's too confusing since it describes both the feeling of orgasm and semen.) And the reason he told you this is because guys like to brag about their sexual experiences.... even if it's masturbation. LOL
