Well, ask her if she wants u to show her. My mum (bless her) is 43 and she only started giving oral when she was 40!! Only coz she didnt know how and was scared of asking someone to show her. You can only ask!
Well, i've dated a bunch of girls that wanted nothing to do with it to be honest, even after trying it. All you can do is try to make suggestions, or negotiate with her, to get her to try it. Forcing will get you no where.

1. Find out why she does not do oral.
2. If its a religious issue then live with it
3. If she does not know how ...always ways to find out how
4. If she thinks its dirty - lots of acticles to say its not
