If you are talking about itty bitty little things under the rim of your penis, you are talking about penile polyps. Sounds scary but they are in fact a part of the design. There's an article on this very site about it with good pictures you can compare to.
That bit of skin is called a frenulum and is supposed to be there.
Look man, I know you don't want to, but with as many posts and topics as you've made here with nothing but questions about your own reproductive system, you should really seriously consider talking to a proper doctor about these things. I'm not trying to be a dick but 15 minutes would take care of every single question you've posted here, WITH CERTAINTY. You would walk out with absolutely no questions left to be answered, and if there are ANY problems, you'll know about them too. They are the good guys, really! I know you'll be nervous for no reason, so you should write down a list of questions to ask so you don't forget.
We've all been there before, and I can assure you that you couldn't possibly ask a question your doctor hasn't been asked before.
