A really big question that needs answering before anyone can really help you is does it pull back entirely when you are NOT erect? If it doesn't then it's a much different problem and you should most definitely see a doctor about it. That is really rare though in your age group so I doubt that is what's going on with you.

If it DOES pull back just fine when soft, then from all the reading I've done, this is actually only a problem if it's actually a problem.

As in, does it hurt?

If it does, then it's a problem and you should definitely go talk to a doctor about it and get it taken care of before you get in to a relationship and it becomes a really big problem.

If it doesn't hurt and it otherwise functions fine (pulls back), then it's up to you if you want to do something about it, but you should talk to a doctor at one point about it anyway just in case it isn't something else.

Don't be afraid to talk to a doctor about these things, they tend to know their stuff well and are very professional. In fact, you should really ask a proper doctor anyway BECAUSE I AM NOT A DOCTOR. There might be something entirely different going on.

If it is so tight that you cannot retract it, then get some help. If it slides back with a little tug, no problem.

I guess you are saying you "dare not" see a doctor.

Let me be clear: The sooner you see a doctor, the less problem it will be to get it fixed. See a doctor.
