To each his own.
Try one way and then the other and determine which one you like better.

If your foreskin slides back and forth with each stroke, it may not matter.

If you do not get enough stimulation with it forward, retract and try it this way.

what to use?!

I was just thinking what condoms I should buy to use? I have a rather small penis and would like to know which condoms I should invest in that would fit me best and not slide off. I am 5in and pretty thin.

Here in the U.S. and other places condoms come in small, medium, and, large, sizes. Go you your local supermarket or pharmacy and have a look at what the stores stock.

If they have a selection of sizes, purchase a package of each and try the small and medium and learn which is better for you. Most will be manufactured out of Latex, however, there are poly and natural made products, also. If you discover you have a sensitivity to the former, try poly.

If you have a style choice, select one with a built in reservoir in the tip, otherwise pinch off half an inch as you roll it on. Do not spend money on lubricated or other fancy models.

Get one 3-pack of normal condoms and try them on for size.
If they are too large, which I doubt they will be since 5 isn't that small, you can go to condomania.com and order custom fitted ones.
