Yes, Funerals in the winter. If you have to accompany your wife [or partner] to a funeral they are appropriate--I always wear suits or a skirt v. pants and jackets. Therefore, in the cold of winter I do not wish to be at a Church and someone notice when I move I do not have on underwear nor do I wish them to see I have garters on. For a business function; same thing. I would never be taken seriously if someone saw/noticed the lack of "undergarments". When I am going out doors in that cold temp. there is no one is warming the car and picking me up...I like to be warm!
If at a black tie event? Well, I will skip them...I despise wearing them. I prefer not to wear them...also do not care for "undergarments"; I like everything to air out naturally. Summer/Spring/Fall [warmer]? I get away with as little as possible.
However, you cannot go into a business meeting with being not properly dressed; therefore, during this time they are a necessary evil. I think you are thinking more along the lines of dating & outings where you can skip the undergarments---Heck, I try to skip bras as well when I can.
