Yes, I have done that a few times at work in the stall in the bathroom at lunch time or the end of the day. Never on paid time. I always took the stall for wheelchair users because the way the washroom was designed, it was much more private. (There were no actual wheelchair users at that office.)

(And I might add the times I've done this I was working 16 hour shifts... five to six days a week.)

The only times I've ever masturbated at work was when I could be by myself. ie... a private office or restroom. To be absolutely honest, I've had sex that way, too. For masturbation, I've never been a big fan of lube, but I do have an "emergency bag" of sex supplies. Just in case...
I'd only consider this to be a problem if you're in danger of getting caught or if it's interfering with your job.
