While masturbating in the night i think i broke my penis seal & it start bleeding.
I heart that when we do sex there is a little tissue on our penis which broke and is it the same thing what happens to me.
But when i again masturbate it again start bleeding i think it’s not fully broken. Should i consult to doctor?
Due to this i don't try to sex with my girlfriend.

No its not tight, I can easily streach back over the head, with my fingure. I think its not an extreme stage as there is no wound / pain. I am worried, as small part of skin is broken, it shouldn't make any difficulty while having sex in future.

Okay... good. It's just the skin. Sometimes, frequent masturbation can tear the skin or cause a sore.... just like a carpet burn. If you rub the skin too much or too hard it abrades. You don't really have to do anything to it. Just give it a little time to heal. An antibiotic cream will just speed the process a little. Something like Neosporin.
Now, if this is because your foreskin is too tight, there are things you can do about that. Usually, it can be stretched over time. The best time to work on it is during a hot bath or shower when the skin is pliable. Use your fingers to stretch the skin until it slides back over the head of your penis. DO THIS SLOWLY. We're talking months here. If you work at this regularly (like during each bath) then you should see some improvement.
In extreme cases, you may need a doctor's help. I believe it's a simple procedure. He'll just snip the foreskin a little to enable retraction. This is NOT a circumcision. This should be plain to the doctor. Just make sure he explains to you exactly what he's going to do.

Its a skin outside the penis bleeds not from inside. Could it be he heeled.

I am running 25 yrs & how much time would it take to heel this skin issue b'coz while sex skin would force back again.

Yes its just torn the skin while masturbating hard.

So if that's your issue, when you're masturbating, try not to pull back so hard and gradually work it back instead.
Okay, I need a little more info... what exactly is bleeding? Is it the skin outside the penis? Or is blood discharging from the inside (like when you ejaculate or urinate)?

If you mean that little flap of skin that joins the foreskin to the penis... that shouldn't break, no. Really, go and see a doctor as soon as possible.

That said, I don't think it's, y'know, life-threatening. I'm pretty sure they can patch it up, especially if, as you said, it's not totally broken. But... you may have to live without masturbation for a bit. If you can call it living.
