Neither your question nor the way it is stated really sound like a twelve year old girl. Masturbation among girls has been noted at much younger ages. Young women continue to masturbate because it feels good. Any stimulation of your genitals can lead to a feeling that you have to pee. What is happening is the urethral opening is being irritated by the motion of the vulva and labia and it responds by feeling like you have to pee.
