The first thing anyone needs to understand about relationships is that you'll never be able to control how the other person thinks or acts. If you have expressed your feelings to him and he's not responding (or not in the way that you wish), then you have a choice to make. I've never personally heard of a "dry penis" nor do I know why that would inhibit oral sex. If it's painfully dry, then it may be a skin condition and should be seen to by a doctor.
