First off, I've searched a bit on this subject, but it is mostly all women looking to learn quite a bit on this. I, for one, am a guy that wants to learn this. To spice up the interest in one girl. I totally agree with EEK. Make sure she knows she can look, but she cannot touch.
Just get close to her and move as you would if you were entering her or giving her oral. Get so close she can feel your hairs against her skin, but don't touch her too much. Less is more. I think one of the biggest tricks is to be confident, which you don't sound. You have to radiate it. You have to put out a whole "I know you wish you could **** me right now but I'm not going to let you unless you absolutely BEG for it" kind of vibe.
