No, it is not required. The normal uncircumcized penis will appear and disappear into the prepuce. A problem arises if the foreskin cannot be retracted. Then it becomes a problem mostly with hygiene.
Foreskins come in different sizes and styles. Some only partially cover the glans, others will cover all but the tip, others have a straw-like protuberance out in front. What is yours like?
If it will not fully retract when your penis is erect it could be that the open end is too small. You can try stretching exercises in warm water like the shower or bath, or if it is really an annoyance, go to your doctor and ask him to give it a little nick with the scalpel as Brandye has suggested in the past.
Some males report that the glans is too sensitive to touch directly, either being fingered, or, rubbing inside the vagina. This means stroking works much better with the foreskin forward. Males can and sometimes do have intercourse with the glans covered.
As long as it is no longer attached and will retract and you can wash between it and the glans you should be fine. Some boys/men report that the foreskin moves back and forth over the glans in response to their stroking, other people report that the foreskin moves partially, or, not at all. If the foreskin is still attached or partially so, and working with it over time does not free it, then consider seeing a doctor. Brandye can tell you if circumcision is necessary in this situation.
In addition to being able to clean under it, is how sensitive the glans are when exposed. They are considerably more sensitive than those of a circumcised penis because the glans is normally protected from the elements and rubbing against clothing. So, I guess the answer is: whatever works best for you.

I can pull it back, but it doesn't retract fully during an erection.

Thanks doc. It moves when I stroke, and I can pull it back when I masturbate somewhat.
The issue is "somewhat." It must retract completely for proper hygiene.
What I mean is that I can't pull it all the way back when I am fully erect. I can pull it back, but just to where most of the head is showing.
