When you say finish I assume that you mean ejaculate. Now I have to start with some questions: Are you able to orgasm during masterbation?
Was there pain during the sex?
Was your foreskin pulled back at the time?
Are you able to pull the foreskin down over the glans when erect?
What type, if any, condom were you using?
Were you in aroused at the time?
Were you under the influence of alcohol at the time?
after those, I should say that some people are born with the foreskin too tight and are not able to pull it down over their " head" when erect. This is when I would suggest seeing a doctor about it if it cannot be stretched enough. It has been said that being uncirc' makes your "head" more sensitive because it is constantly protected by the foreskin and less desensitized.

Well I would start off with trying to stretch it over some time while it is erect to try loosening it up. spend some time with that, then see a doctor after a month or two if you still cannot get it pulled back all the way. I wouldn't worry about re or pe yet.
