Try Fetlife. It's an kinky social network. Most of it is free. Many local communities have groups on Fetlife and many groups are extensions of the larger national and international communities. They have 416 groups somehow related to bondage. I bet you can find the community you are looking for there. If you are based in VA. I know for a fact that there are bondage groups in the Norfolk/VA Beach area, Northern VA and probably Richmond and elsewhere.
If it's rope bondage that you are interested in I recommend the following groups: Adult Rope Art, Riggers and Rope Sluts, Shibari, and Kinbaku. These are where you can make your connections.
