If she hasn't done anything with a guy before she's probably scared and unsure.
I'v recently went through this. If it's the case i'd recommend you talk to her about what she wants to do and what you want. And go from there make sure she is ok with that is happening.

i think that she is probrably a bit shy at the moment! if you have only been with her for a couple of weeks, she is probrably just trying to get used to being with you and wants to take it slow with you! Are you her first boyfriend that wants to do stuff with or has she had others? Just have a chat with her and tell her that you dont need to rush into things if she doesnt want to! or it might just be that she isn't Confident with her body!
