Unfortunately, some girls cannot reach orgasm.
Some can reach them no problem, others have difficulty. Some can reach them through vaginal, some only through oral or clitoral stimulation.
If he's not done oral on you or stimulated your clit, I suggest that. If he has, well, then I really don't know what to tell you.
