Basically its a question of personal preference. It wont kill you to do it lol... and DO NOT consider it a "safe" time to not use any type of birth control.

Spread a towel, protect yourself and have at it. Or use a menstrual cup as eth suggests. The flavor does change but the juices woul dbe held back. Even a tampon enables oral sex without a mess. I prefer the heaviest part of the flow. By then, the cramps and bloating are disappearing and I am beginning to feel like a woman.
Sure go ahead and enjoy during that time. We usually miss the heavy flow time just because of the mess, but that hasn't stopped us either. We just put a towel down on the bed and it makes cleanup alot easier. There have even been a few times when it has soaked through the towel and gotton onto the sheets, so we strip the sheets off and throw them in the washer. Just a little added work, but that is fine. Just the other day my wife was just starting her period but we had a great time even with me giving her some oral sex, so it can be very enjoyable time. It also helped relive her cramps some.
I (man) have no problems with it. And my partner doesn't either. It does relieve her of cramps.
On oral while on her period, a couple of times I went down on her when we thought her period was over - perhaps because of her orgasm (?) and contractions, or for whatever reason, we realised afterwards that she was still bleeding. I noticed "nothing" disgusting in her taste, perhaps different texture but nothing substantial - interestingly it didn't either have this "metallic" taste that blood off a fresh wound normally has.

Plus let's not forget that there are people that are big into sensual vampirism (or 'blood-play'), and honestly look forward to that .
Also, when blood is the lube, it gives a different, [for lack of a better word] grittier texture.
