I have tried this, but not exclusively. In other words, alternating between this and penetration. It certainly does give extra stimulation to the female. This is also especially useful for helping the male control his timing if he is getting a little over-excited!
One word of caution - no-one should rely on this technique as a form of birth-control. Although the chances of pregnancy may be less than with penetration, ANYTIME an unsheathed penis is near the vagina (especially with the vagina in an aroused state - read "open"), there is a DISTINCT and real possibility of pregnancy resulting! The same concerns apply to STD's. So, make sure you are using some proper form of birth-control and (unless you KNOW you are both safe from STD's) always use a condom (preferably latex).
