so, i did some research and found that in babies with microphallic conditions, the doctor applied testosterone cream/gel onto their penises that resulted in growth.
it may be a long shot. but i wonder if the same can be applied to a grown mans penis? one can buy testosterone cream at health stores and is generally used for weight trainers.

No! Don't go putting creams on to increase girth! It does not work. As far as the levels of Testosterone in those creams if it has ANY it's in trace amounts and from some unknown source.
The only true forms of Testosterone cream can be obtained from a pharmacy or through a compounding pharmacy. These are used only for people who have low testosterone levels and require a supplement to be within normal ranges. The true testosterone products have bad side effects if obtained and used improperly for both men & women.
There is no magic way to make yourself grow! If you are suffering from a dysfunction see a urologist. Don't waste your money!

a couple of SURE FIRE ways of increasing girth is wrapping your "crank" with a roll of hockey tape, then put a condom over top pssssssssssssssssst..they never be able to tell...and the second way takes more time but you make a "plaster of paris" cast ...LOL:p :p
And no one is even certain that it results in growth for the microphallus. It would have no effect on your penis size but could do other stuff - like telling your testicles that they may stop making testosterone. Do not mess with your endocrine system.
