Cats do this when they are in attitude-mode. Like:
You come home; "hey, you are here too? happy to see you!" walking straight towards you with tail high in the air. But when you put your hand to the ground. "O, you'd like to pet me? Well, let me just make up my mind about that..." Curling around, tipping her tail from left to right, she decides whether she'll let you. She decides whether she jumps up with her head against your hand. If you try to anyways, she'll be gone in a sec. And sits down a few meters away with a look at you like: "what were you trying to do, huh? It is I who decides!"
Or she stands in front of the couch looking up at you like "I want a cuddle!" And you invite her up and suddenly she goes wiggling and tipping her tail "now, should I eat first? or first get a pet from her?" She twists around the coffeetable a few times. Making very sure that it's HER decision when she comes up.
That's why I like cats so much!
But admittedly; my personality may be more the one of a very loyal puppy. Like:
"You wanna play?! I wanna play!" Wiggle-wiggle-shake-shake-wiggle! "O yes, we're going!" Now she's the happiest puppy in the world! jump-jump-wiggle-wiggle-jump!
"O... No? We're not going? ...really? But I thought... O..." Now she's a really sad puppy with droopy eyes
"What? You're going without me?! Was I bad? Please don't go! I'll be a good puppy, I promise!" Now she's getting a very scared puppy hiding underneath the couch.
And as soon as someone throws her a bone, it seems like she's happy again like nothing ever happened
Too bad it's not like that completely... The puppy will remember; takes a bit longer every time to get her out from underneath the couch. She'll even start growling at you as you put your hand out.
Though she will never ever bite... or will she? 
Yep, it will take a lot to turn this puppy into a kitten, working on that!
