And you posed this in anal orgasm for what reason? I believe it will occur prior to the "Bush" regime departing the Presidency (if it is not already begun without public knowledge). Hence; the need for a Democratic Presidency to follow the current Republican Presidency. They are considered "War on Terrorism"; thus, the bill does not need be signed as a formal declaration of war and will be a "conflict" due to the need for a plan if a Declaration of war is signed. If a declaration is signed there must be troops [& a resolution] withdrawn within certain time frames which are specific--I believe it's 90 days.
