I was wondering if some of u guys could help me. At the back of the tip of cock their is a sliver of skin that extends from my tip to my foreskin and prevents it from going all the way down, (the foreskin that is) is this mormal?

I've found it kinda hard to put a condom on without retracting my foreskin first (although it can be done). Just roll your foreskin down to the base of your penis head and put the condom on in the usual manner.
So this piece of, can it strecth so that ur foreskin can go all the way down? And when using a condom, does it over the foreskin or does the foreskin roll down as u put the condom on?

Thats the "spring" that pulls the skin back over when you're done with it... Whatever IT is you were doing. Its also a very sensitive sliver of skin in case you didn't figure that out
