Anytime a bare penis comes close to a vagina... protection should be used.
Talk with her about it...of course your gonna be shy about it, I mean I think most people would be kinda shy about trying something they arent used to lol.
Your girlfriends pregnancy issue, while understandable can easily be calmed by going on BC. This way when and if you have sex, she wont have to worry cuz condoms and BC make a great pair.

Thanks, that was just my main concern was not wanting to mess with getting a pregnancy from just some foreplay action. Now I just gotta figure out some smooth ways to bring in a condom while things are still heating up. I talked with her about it and she sounds fine and actually turned on by it somehow. So any advice in the area of dominating a bit without sex? I have the basics in mind with dirty talk, some tying up and really teasing her controlling when she orgasms.
