I love making dirty talk! My last gf was long distance and regular phone sex was a major part of our relationship. Also in the bedroom, she literally demanded that I talk dirty to her. She had difficulty cumming and even staying wet unless I had a long stream of really forceful dirty talk going on.

There's a difference between talking dirty for males, and talking dirty for females.
Guys like swearing and really hardcore stuff, be visual with them, use slang and don't beat around the bush. I used to avoid saying "swallow" or "orgasm" or any slag term for that to my boyfriend. Instead I'd say things like, "I want to make you happy" and he would smirk at that and ask me to just say it. Tell him what you want to do with him, and don't hide it, tell him EXACTLY what you want to do with him.
As a girl, I like to hear what he wants to do with me, but I don't want to hear any cussing or slang. I want to hear intimate terms.
As for initiating it, that depends on the mood. My boyfriend and I were at Karaoke one night and I put my hand on his knee and told him exactly what I wanted to do to him. Straight up.
