If the guy and girl are both fully clothed (underwear & regular clothes), I can't realistically see her getting pregnant. Now if they're both wearing only underwear, then maybe.

As for his clothes becoming tight, what he's wearing can help there. Here in the US it seems common for guys to wear loose boxers so boxers and loose pants solve that whole problem. It's simply a warning. When you wear thin clothing semen could leak through. That would be an unpleasant surprise. I do agree chances are minimal with regular clothing.

I have only experience with 1 man and he wears briefs. I have made him feel uncomfortable once or twice. I've asked more times whether I hurt him, than actually did. I don't know the average taste in men's underwear. By what's in the stores, I'd say briefs and (tight) boxers. What exactly is the purpose for the dry humping versus "doing it" ? if it's because you are uncertain about penetration there is one very nice thing you can do: You will need a condom, lie in the spooning position but rather than penetrate just rub against the outside. I found this to be very pleasurable while it did not require actual penetration.
